Description
The City of Archdale is looking for a driven individual that wants to join a stable, supportive finance department. This is an expectational opportunity for someone wanting to take the next step in their municipal career.
An employee in this class ensures that essential functions, including payroll, health insurance entries, property tax entries, and capital asset recordings are completed each month. The employee will ensure compliance with federal, state, local regulations and ordinances, and North Carolina General Statutes. The employee must exercise independent judgment and considerable knowledge to apply generally accepted principles and City policy in daily operations. They must have appropriate planning, analytical, and organizational skills to work effectively.
Requirements
Accounting
Reviews and analyzes monthly financial statements.
Assists with financial planning and projections.
Assists with preparation of the annual budget.
Assists in coordinating the annual audit, preparing analysis and work papers, and preparation of year-end financial reports.
Prepare individual schedules, supplemental information, and cash-flow statement.
Conducts internal operational reviews for various City functions, including procedural analysis and development of recommended improvements and related internal controls.
Reconciles special accounts and funds, verifying accuracy of financial reporting.
Performs various internal control functions, including reviewing reconciliations performed by other staff members.
Works with City personnel to analyze and solve complex problems.
Creates and maintains a variety of complex financial reports.
Communicate with other departments to assist staff in improving workflow processes and compliance with policies, internal controls, generally accepted accounting principles and other regulatory requirements.
Assists with planning for debt issuances and coordinates debt and lease accounting.
Creates journal entries for property taxes collected by Randolph and Guilford Counties.
Prepares year-end property tax schedules.
Analyzes and projects major revenue sources in relation to budgeted revenues.
Conducts cost accounting reviews for utilities operations; assists with rate setting.
Verify accounts receivable balances, monitor collection activities, and analyze revenues compared to budget.
Prepare journal entries for posting to the general ledger.
Performs related work as assigned.
Payroll
Process bi-weekly, monthly, and special payrolls.
Maintain garnishment deduction calculations and notifications.
Reconcile payroll records and accounts.
Prepare required Federal and State payroll reporting.
Prepare and distribute W-2 forms.
Maintain payroll compliance with applicable laws and requirements.
Track reimbursement for outside agency payroll assignments.
Verify HR updates to employee maintenance.
Prepare and make agency payments.
Capital Assets
Reconcile capital asset transactions (coordinate with other departments as needed), develop depreciation schedules, and complete all other related duties.
Perform annual capital asset inventory.
Manage disposal of surplus City property.
Maintain capital asset inventory.
Calculate depreciation and amortization.
Prepare capital assets schedules for statements.
Qualifications
Bachelor's degree with major course work in accounting, or a related field with a concentration in accounting. Considerable experience with local government financial operations, public finance, and budget administration; or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Willing to obtain one of the North Carolina local government financing or budgeting certifications within five (5) years of hire from the UNC School of Government at Chapel Hill.
